The field f1 is free. Other pieces' placement unknown.
Mate in one.
1.O-O-O! and either checkmate (if bKg1, regardless of what is on h1) or stalemate (if bKg1 and bBg1 or bSg1). There can not be any rook or queen on g1 since that would have made castling impossible. For the same reason, no other pieces can be on a1, b1 or e1 now.

Let's see your questions and my answers.
Q: Why is Kd1 not mate?
A: Because of 1...Kf1! and Rxf1(Rd1)?? is illegal.
Q: Why the Sd3?
A: To have quadruple check after 0-0++++
Q: Is a capture legal if rebirth would be outside of board?
A: No, it is not legal. (As a consequence, kings in corners are quite safe.)
Q: Does the capture rule merely protect the King from illegal, but not from legal captures (seems obvious to assume, since otherwise you can't get the King offboard at all :-).
A: Any fictive capture of King making check should lead to rebirth of capturing piece, just like in normal Anticirce. ;)
Q: Oh, and why not Kf1 mate either?
A: 1...Kg1! and 1...Ke2! (Actually, I have solved the problem, but I have given 1.Kf1! as mate without using the board.)
Q: BTW, is the wK in check in the diagram?
