"Tempo" #2 problems
Israel Schiffmann, in his article in Problemist April 1928 (reprinted in the
Baumgartner book), mention this as a big class of 2# problems "which have no
chance in nowadays tournaments". Never heard of - what does he mean?

@Frank and Joost: That was my obvious first idea too, but (since this is just
a formal aspect of a problem and even doesn't interfere with Schiffmann's
6 classes of "excellent problems") I don't see why such problems should have been
underrated at the time of writing. (Does someone have the original writing,
De - not The :-) - Problemist, Apr 1928?)

I would guess that a "Tempo" #2 is just a complete-block with no changed play. That is, with a pure waiting move.
