Can anyone unearth the source of this problem?

The reprint in Illustrierte Wochenzeitung, problem 466, stated that the editor of the column (what's his name, too?) wrote to C. S. Kipping (who lived from 1891 to 1975), asking about the source. Kipping told he didn't remember he composed this and doubted he did but it is a very bad problem in his opinion.

Also, the editor wondered about the Pb2 which is, however, necessary to prevent a second solution.

If anyone would be able to tell the source (databases are NOT valid secondary sources for this, as we saw in the other thread), it'd be very fine, but I doubt anyone is able to do so since there are no clues...

I don't have personal interest either, I'm just curious if he forgot it (happens to me sometimes, too, especially with not published studies) or if it was misattributed to him.
