He probably didn't anticipate Saavedra - but he anticipated Einstein! And here is no doubt about this, since it is written in his pamphlet decades before Einstein came up with this!

As far as i know Albert Einstein did come up with exactly the contrary: the speed of light is absolute, and the quote about "all things" is misattributed to him.
