Proposal: Rating for solving difficulty

I propose, based on a dream I just had where there was some birthday laudatio for a composer and his "BIT rating for composers and solvers" was mentioned as over 4000 (?), a rating of problems for difficulty. I thought about what "BIT rating" would be and it must be "Belgrade Internet Tourney" rating. While that made no sense, it brought me to what happened in Belgrade: Solving contests. But what a rating could there be for someone who didn't solve?
Also there is one kind of "Belgrade internet tourney" for solving I know that is held permanently: The MatPlus Pastime!
It must be his problem difficulty!

So I propose that - based also on the work of Misha on his solving tournament program - problems used in solving are entered into a separate database (which makes it also to not select them again) and apply them a rating based on how many people solved them and - in case of single solving like machine gun / solving show (unless it was different this year) - also on the time it took, a rating. It doesn't have to be something refined, but a scale from 1 to 10 would be enough. For example, a problem solved right after 5 seconds would get the lowest rating, a problem solved wrong after over 5 minutes would get the highest rating. And so on. Maybe a complex mechanism can be made for the pastime twomovers even.

The objective here is of course not only to prevent re-use of problems in solving tourneys, but also to enable re-use in beginner solving tourneys, or in ad-hoc solving at OTB events.

I know it is a lot of work, but maybe for MatPlus Pastime the work can be automated somehow (Misha and Turevski will know if it can). What do you think?
