Uri Avener's problem not anticipated?


Like everybody else I had already seen and appreciated Mr.Rudenko's masterpiece quoted in this thread: http://www.matplus.net/pub/start.php?px=1278957748&app=mag&act=posts&fid=gen&tid=6
The version of Mr.Avner was of course nice and new to me. It shows what Mr.Rudenko might have missed. But is it not anticipated by Rudenko. Is the improvement of reversing set and post-key play so significant to deserve top prize in an important tourney? Or perhaps Mr. Rudenko's problem was not yet famous then?

I don't suppose the award has survived, but still, I must ask:
In awarding Uri's problem, did the judge mention Rudenko's "potential" anticipation?

Of course, neither answer would demonstrate a correct/incorrect verdict.
Still, the published opinion is the place to begin looking for justice.

If the judge fails to mention Rudenko's problem, this fact alone would probably constitute grounds to re-open the matter...
Except that we have no objective, deliberative body with the authority to re-open suspicious judgments.
If we had, its members would be working around the clock, chasing that which only rises behind them: credibility.

Rudenko's problem has been published with a twin (+w ph2, +b ph4 1.h3!) with reversed set play/solution. See comments in his book 'Преследование темы' 1983, №906 p.401
