Andrey, I like the idea very much, but in the Russian version this sounds as Youth World Championship. This seems as too ambitious name since you can not expect participants on that high level during a chess competition that doesn't attract so many juniors from different countries all around the world.
If such competition would be held in Porto Carras in Greece, during the FIDE World Youth & Cadets Chess Championships (October 24 - November 6), it would probably attract much more young solvers.
Since 2002, we have yearly European Youth Solving Championship in the frames of European Youth Rapid & Blitz Championship. It gathers about 100 solvers each year, probably more than there will be in Moscow.
I would suggest to change the name, maybe in direction of Moscow Open Youth Solving Championship, or something alike.

His whole website is down currently, it seems. Going to the main page gives the same error. So just wait until he repairs it.

So, we'll get 2 youth world championships this year - in Moscow and in Belgrad. How it will be remarkable - more interesting tournaments, more champions, more development of chess composition (and more money for organizers ;) )!!

Marjan! As you know WFCC never the youth championships spent, and the European championship passes under the reduced rules. In Moscow - first championship FIDE. And in a high-grade format - 2 days, the open tournament, solving - show. We should show FIDE, that at us is young solvers. In the further such championships will be spent together with game under aegis FIDE. So under the decision the youth championships are now spent to Russia, collecting up to 100 participants. I hope children from your country and other countries will arrive to Moscow. As to me have informed - term of registration of participants is prolonged.

Two different Regulations (one with entry fees and another without them) are similar to a false try and author's solution :) . So, where is the true, bros?

David, why not develop your question: in one tournament has cash prizes, but not in another? And not this main thing: without youth chess composition have no future. Let's get together to support each other, rather than looking for defects.

I've talked about other thing - 2 different Regulations for the one and same tournament (in Moscow). One Regulation, signed by Pr. FIDE, has prizes (from FIDE?) and WITHOUT entry fees; and another Regulation, signed by 2 officials from Moscow, has the same prizes but WITH fees. Shall we talk about it, bro?

i am following the marjan´s earlier comment...

the russian text (and the result table in english) indeed says "junior fide world chess solving championship".
in U19, among 31 participants, there are 25 from russia, rest from mongolia, belarus, morocco, tadjikistan, kirgystan, ukraine.
in U15, among 35 participants, there are 33 from russia, rest from armenia.
it looks like a russian local competition with a few participants from abroad.

this is my basic question:
who is allowed to organize a WORLD chess solving/composing CHAMPIONSHIP?

This is an official FIDE competition and bad that there are no participants from Slovakia. Children need to think, Peter.

I've already read the paragraph 7 earlier and there is nothing about fees. Why it was necessary to approve 2 Regulations but not one? I conclude that FIDE (Ilumzhinov) were deceived by officials from Moscow, and children received a good lesson of trickery and a pharisaism (double dealing) on the future.

In Russia they say: "the dog barks barks, the caravan goes". We made this championship is a World Championship! And children are very happy!

andrey, slovakia is unimportant here.
pity that nobody participated from the strong solvers' countries like poland or serbia…
imho, the name world championship is completely inappropriate for such competition.
