It is natural to me that FIDE is not concerned with forced checkmates, just like they are not concerned with someone overstepping the time limit after playing for a win. If you have a winning position, you aim for a certain type of position (checkmate), and once you have reached that position, the game is over. So with perfect play, there is a limit to how many moves you have to play before reaching the goal. If you fail to do that within the amount of time you have, you have played too slowly. I don't see any reason why there should be a diffence if there is a forced checkmate.

If you have a drawn position, on the other hand, there would be no limit to how long you would have to defend if there were no rules preventing it (3-fold repetition, 50-move rule and dead positions - although I agree that the latter rule seems unnecessary). You don't aim for a certain type of position, you aim to prevent your opponent from reaching it. That's why drawn positions must be treated differently.
