C J Morse Pointed out Wenigsteiner in his book length and records 2016 edition.
17.1 Length is not normally a virtue in chess problems. ... for different numbers of total force , particularly 3-4 men (Wenigsteiner).

All the problems do of course have a maximum 4 pieces in the diagram, but many of them - often receiving the top honours - have stipulations/conditions which mean that extra pieces appear on the board during the course of the solution, for instance retractors, proof games, Sentinelles.
