Main plan 1.b4 axb4[+wPb2]# is not successful immediately due to en passant capture.
Simple try for pinning bPc4 is unlucky too:
1.g4? fxg4[+wPg2] 2.Be2! g3 3.b4 axb4[+wPb2]#, 1...c3!
But White doesn't look for easy ways and chooses a paradoxical method for neutralization of e. p.:
1.b4!! cxb3 e.p. [+wPb2] 2.Bxb3[+bPb7] bxc6[+wRh1] 3.Rh6 cxd5[+wPd2] 4.Bc4+! dxc4[+wBf1]
Pawns b2 and c4 rebirthed - now en passant capture would have been possible again, if not for wBf1 that rebirthed together with the Pawns!
So, in view of bPc4 is pinned, now the main plan is successful:
5.b4 axb4[+wPb2]#
In additional variation, previously passive wRc6 and wBf4 actively plays:
1...c3 2.Bb3 c2 3.Bc1 f4 4.Rf6! f3 5.gxf3[+wPf7] axb4[+wPb2]#

A new pure fairy idea “Logical en passant uncapture” (by analogy with the idea “Logical uncastling” in orthodox s#9 and #6 of the same author):
1) initially the main plan is not successful immediately due to en passant capture;
2) nevertheless, at the beginning of solution, White allows Black to execute e.p.;
3) fairy “en passant uncapture” happens: both Pawns returns on its diagram squares (for example, by dint of rebirth, as here);
4) despite the returns of both Pawns on its initial places, en passant capture becomes impossible for some reason (here the reason is orthodox – pin, – but also it can be pure fairy the one).
