We have a Whatsapp group in which Raju is active. He regularly gives some published helpmates for the group members to solve. I gave an original of mine for their solving. Does this amount to publication? or Does it just mean showing to friends and still publishable elsewhere?

- Public Lectures and Solving Tournaments (Article 20 (2) (b)): showing or using it in a lecture or solving tournament which falls within
the categories listed in Annex I
- Annex I: (iv) any other meeting which has been publicly announced in advance as public
by the national problem chess organization of the country concerned.
"Showing to the friends" doesn't seem enough for "communicating to the public", if it was not properly announced by the national problem chess organization - to "enable an unrestricted number of people to have the opportunity of access to a chess composition" (20.2)
hm.... it is not unrestricted viewing by public as it is visible only to members of that Whataspp group. It is friendly solving by interested group members. So, perhaps not published !
