Background for choosing stipulations for White


Does anyone know what the background is for the fact that the stipulation is always from White's point of view? (White mates in 2, White to play and win, White forces a selfmate etc.) When did it become the rule? Was there any particular reason, other than being practical to always use the same colour?

the good guy and thus has to win.
